Spirit Airlines Orlando Fl

I have two kittens and I want to fly with them. I flew American Airlines is New York. Now I want to go home, but America has a weight restriction A company of two of the same animal, but they can not weigh over 20 pounds. my kittens between them and the bag weighs over 20 pounds. weigh about 23 pounds. Does the ticket agent at the airport to check the weight of pets in the car? If so I'll have to go with another airline. the problem is the other airlines do not fly directly to the spirit and range from southwest LGA (LaGuardia Airport) to Orlando FL. Are there any airlines that allows two kittens for company and fly directly to Orlando either LaGuardia or JFK? I checked Jetblue and only allow one pet per carrier.
